Foreign diploma

In the Netherlands, there are occasionally too many applications from potential students wishing to follow a particular course of study. This may involve over-enrolment for the places available, or an educational institution may not be able to accommodate all the students who wish to study at that particular institution.
In addition, restrictions may be based on a Government policy of not subsidising too many graduates in a special field of study (where the graduates have little chance of finding employment after their study). One then speaks of study courses or of institutions with fixed quotas. 

In such cases, the Ministry of Education has decided that a system of drawing lots (a lottery) is the fairest way of deciding who should be allocated a place in a course of study. This is referred to as 'drawing a place'.
